Michael Jackson has quietly reopened Neverland Ranch, staffing it with a skeleton crew to care for the animals, state officials said. The state labor board shut down the ranch near Santa Barbara last month for failure to pay worker's compensation insurance to cover 49 employees. Jackson was forced to pay $49,000 in fines before he was allowed to reopen Neverland - with 10 workers hired through a staffing agency, according to state labor authorities.
