禁言令是需要签发程序的。美国对言论自由很看重，没签发禁言令之前可以自由发表评论。

如果这句话是“any persons will be /should be subpoenaed or expected to ”那就可以解释称您说的潜在证人了，两种表示时态不同。

expected to testify 是被动语态做定语

意思是“有望出庭”作证的，也就是潜在证人

根本与时态无关，你学过语法吗？

还will be /should be，你把整个句子的结构都变了。

a gag order which forbade the following parties to talk to the news media; 以下属并列：（the defendant 被告）, the prosecutor（检方）, defense counsel（辩护律师）, any attorney working in their offices （任何在他们办公室工作的律师，按你的说法，working前面需要加 is / should be）, their agents (他们的代理人), staff （员工）, experts （专家）, any judicial officer （任何司法官员）or court employee（法庭职员）, any law enforcement employee （任何执法部门的职员） and any agency involved in the case（任何卷入其中的机构） and any persons subpoenaed or expected to testify （任何被传唤或有望出庭作证的人）.
