By the 1990s Michael wanted a different kind of album cover as he said he wanted something with mystique that would grab you. Michael gave Mark Ryden several ideas all of which appear in the cover itself like the facade idea for example.
When it comes to album covers, Michael has an indepth chat with Nancy Donald about what he is feeling about the music and where he is at that time in his life. Each cover has represented Michael at a specific time in his career.

Not all the 5 songs were HIStory rejects. BOTDF and Superfly Sister were from the Dangerous sessions while Morphine and Ghosts were from the HIStory sessions starting in 1994. Is It Scary was unfinished for the film Addams Family Values in 1993. Michael had the songs finalised, engineered and mixed to his standards as well as recording his vocals all over again while on the 1996 leg of teh HIStory tour.
What is interesting is that BOTDF was kept under wraps from Dangerous to HIStory from Sony cos Sony never knew anything about that song at all until Michael played them that one. Confirmed by Jonathan Morrish to MJNI at the time of the Ghosts premiere in either London or Cannes - yes, there were two months apart as well as one in Australia.
Morphine was also being considered for a general CD single release in 1997 alongside Tabloid Junkie and 2Bad. Discussions over singles was still happening in 1997, but none were in the end.
BOTDF was basically a filler album against Michael's wishes as Mottola told him a maxi single wouldn't create enough profit for teh label. Boy, was Michael angry! Cover had been finalised by Michael and Nancy before Sony hijacked the project tacking on HIStory remixes.
Some of the remixes became MJ's biggest ever singles in the UK and Europe - massive hits.
